An advisory body established by the United Nations has released a final report outlining seven essential recommendations aimed at addressing the risks associated with artificial intelligence (AI) and improving its governance on a global scale. Formed last year, this 39-member panel seeks to tackle pressing issues in the international landscape of AI regulation. The recommendations will be a focal point of discussions at an upcoming U.N. summit scheduled for September.
Among the proposals is the establishment of a dedicated panel tasked with providing impartial and reliable scientific knowledge about AI, addressing critical information gaps between AI laboratories and the wider public. The rapid proliferation of AI technologies—especially following the launch of Microsoft-backed OpenAI’s ChatGPT in 2022—has raised significant concerns regarding misinformation, fake news, and potential violations of copyright.
Currently, only a limited number of countries have enacted legislation governing AI tools, with the European Union leading the way through its comprehensive AI Act. In contrast, the United States has adopted a more flexible approach centered on voluntary compliance, while China has focused on maintaining state control and social stability.
On September 10, the U.S. was one of approximately 60 nations that endorsed a “blueprint for action” promoting the responsible use of AI in military applications, a stance not supported by China.
The U.N. highlighted the risks associated with the concentration of AI development in a few multinational corporations, warning that this could lead to the imposition of technology without adequate public input. In response, the advisory body recommended initiating a new policy dialogue on AI governance, creating an AI standards exchange, and establishing a global AI capacity development network to enhance governance capabilities.
Key proposals include the creation of a global AI fund to bridge capacity and collaboration gaps, as well as the formation of a global AI data framework designed to ensure transparency and accountability in AI usage. Lastly, the report advocates for the establishment of a small AI office dedicated to coordinating and supporting the implementation of these recommendations.
As the world grapples with the implications of rapidly advancing AI technologies, these recommendations may pave the way for more robust governance and ethical frameworks.
