In a significant development, the Global Partnership on Artificial Intelligence (GPAI) achieved a unanimous consensus as 28 member countries adopted the New Delhi Declaration. This landmark initiative, forged through a comprehensive 5-hour ministerial council meeting, underscores a collective commitment to steering the trajectory of AI development with a focus on maximizing opportunities while addressing potential risks.

The declaration addresses critical concerns such as misinformation, unemployment, transparency, fairness, intellectual property, personal data protection, and threats to human rights and democratic values arising from the deployment of AI technologies. GPAI member countries have reaffirmed their dedication to cultivating safe, secure, and trustworthy AI within their jurisdictions. This commitment involves the formulation of regulations, policies, standards, and other strategic initiatives aimed at promoting the public welfare.

Recognizing the commendable progress achieved under Japan’s leadership as the 2023 Lead Chair, supported by India and France, the declaration highlights efforts to strengthen GPAI as an inclusive multi-stakeholder initiative.

Rajeev Chandrasekhar, Minister for State for Electronics and IT, emphasized the pivotal nature of the New Delhi Declaration, stating, “All countries unanimously adopted the New Delhi declaration. The declaration promises to position GPAI at the forefront of shaping AI in terms of innovation and collaboration, increasing applications of AI in healthcare, agriculture, and other areas of concern.”

India’s commitment to spearheading collaborative AI initiatives within GPAI is evident in the declaration. The country aims to support projects that facilitate equitable access to essential resources for AI research and innovation, including AI computing, diverse datasets, algorithms, software, testbeds, while upholding intellectual property protections and data legislation.

Furthermore, the declaration underscores collaborative efforts towards cultivating knowledge, skills, infrastructure, policies, risk management frameworks, and governance mechanisms. This collective approach seeks to harness the potential of AI advancements, ensuring their responsible and effective utilization, especially among low and middle-income countries.

The GPAI’s commitment is geared towards ensuring that AI serves as a transformative force, providing clear and accountable guidelines to enable millions worldwide while upholding rights, safety, and security standards. The New Delhi Declaration stands as a pivotal testament to the concerted global effort towards harnessing AI’s potential for societal advancement while mitigating its potential risks.
